Before joining Urban Atlantic, Victoria Davis served as Deputy Director of the Maryland Housing Fund. Prior to this service, she was responsible for troubled loan resolutions and disposition of a large portfolio of land, multifamily and single-family properties for MNC Financial-South Charles Realty. She also worked with Trammell Crow Residential, overseeing acquisition, development and asset management of multifamily market rate and mixed-income developments.
She holds an MBA in Finance from American University, an MS in Engineering & Construction Management from University of Texas and a BS in Civil Engineering from the University of Maryland. She is the Chair of the Green Building Committee of the Maryland-National Capital Building Association and a former instructor with the Johns Hopkins University Master of Real Estate Science program.

With more than 20 years of real estate finance, financial management and asset management experience, Lois Fried previously served as CFO for the Montgomery County Housing Opportunities Commission where she oversaw agency accounting and management. She has also served as President and COO of Current Asset Finance Corp., Vice President of MNC Financial-South Charles Realty, and partner with Trammell Crow Residential Company.
She Holds an MBA from George Washington University and a BS in Journalism from the University of Colorado. She serves on the Board of Directors of Montgomery Housing Partnership and the Harvard University Joint Center for Housing Studies Leadership Forum on Pension Fund and Endowment Investments in Domestic Emerging Markets.

Bill Harvey brings strong legal and real estate experience to Urban Atlantic. He was previously a member of the law firm of Silverstein & Mullens, P.L.L.C., where he specialized in commercial transactions, including real estate and non-real estate. Previously, he was Senior Vice President, COO and General Counsel of Donatelli & Klein, Inc., a family-owned business with substantial ownership interests and responsibility for income-producing commercial real estate projects.
He holds a BS in Industrial Engineering from Lehigh University, an MS in Industrial Engineering from Cornell University, and a JD from the Georgetown University Law Center. He is a member of the bars of Maryland and the District of Columbia and of the American College of Real Estate Lawyers.

Scott Nordheimer's career started with the Foundation for Cooperative Housing, where he was responsible for the development of low income housing cooperatives. Over the following decades, he ran a development and investment company with a portfolio including over 13,000 condominium units and held investments in 4,000 apartment units, five hotels and 600,000 square feet of commercial office space. At Urban Atlantic, Scott Nordheimer has been instrumental in the creation and implementation of successful new business ventures and activities including HOPE VI projects, low income tax credit transactions and new service activities.
He holds a BA in Political Science from Parsons College and is a former instructor of real estate development at the Harvard School of Business.
